‘De kostprijs van staal zegt lang niet alles’

Volgens PricewaterhouseCoopers heeft het gebruik van hoogovens in de Europese staalindustrie geen toekomst, omdat dat op termijn economisch niet concurrerend is met India en de Golfregio. Dat komt doordat de bedrijven hier steeds meer moeten betalen voor de uitstoot van CO₂. Maar dat is nog geen reden om de staalproductie in Europa te laten verdwijnen. Wie alleen naar de kostprijs kijkt, laat strategische autonomie, recycling en toekomstige innovatie buiten beschouwing.

The cost of steel is far from the whole story

According to PricewaterhouseCoopers, the use of blast furnaces in the European steel industry has no future, because in the long run it will not be economically competitive with India and the Gulf region. This is because companies here are having to pay increasingly higher costs for CO₂ emissions. But that is no reason to let steel production in Europe disappear. Those who focus solely on cost overlook strategic autonomy, recycling, and future innovation.

Cost is not the whole story
It’s not just steel; many other essential products can also be manufactured more cheaply elsewhere than in Europe. If the lowest cost becomes the sole criterion, you could ultimately relocate almost all bulk production. But Europe actually wants to become less dependent on the rest of the world. That certainly includes having its own steel production.

Once it’s gone, it’s gone
Heavy industry is not easy to rebuild. When factories disappear, so do expertise, suppliers, and the willingness to invest. We see this, for example, in the textile industry. Precisely now that we want to reuse textiles more, we lack our own industry to process them as raw materials. Waste streams have too little value to be transported over long distances. So, anyone who wants a circular economy must keep production and reuse relatively close together.

Support Requires Leadership
That does not mean Tata Steel should continue as it is. On the contrary, the transition to sustainable steel production must be accelerated. If the government makes billions in support available for this purpose, it must also take a more active leadership role and set conditions that ensure the industry has a future here.

New Opportunities
Furthermore, new research offers opportunities to significantly improve the steel production process in blast furnaces, thereby eliminating CO2 emissions and allowing the carbon monoxide released to be used as a raw material for the petrochemical industry.

For this reason, too, we should not write off existing industrial assets before it is clear what role they can play in a new, circular industry.

Kostprijs is niet het hele verhaal

Niet alleen staal, ook veel andere essentiële producten zijn elders goedkoper te maken dan in Europa. Als laagste kostprijs het enige criterium wordt, kun je uiteindelijk bijna alle bulkproductie verplaatsen. Maar Europa wil juist minder afhankelijk worden van de rest van de wereld. Daar hoort een eigen staalproductie zeker bij.

Weg is weg

Zware industrie is niet eenvoudig opnieuw op te bouwen. Als fabrieken verdwijnen, verdwijnen ook kennis, leveranciers en investeringsbereidheid. Dat zien we bijvoorbeeld bij de textielindustrie. Juist nu we textiel meer willen hergebruiken, missen we zo’n eigen industrie om het als grondstof te verwerken. Reststromen hebben te weinig waarde om ver te vervoeren. Wie een circulaire economie wil, moet productie en hergebruik dus relatief dicht bij elkaar houden.

Steun vraagt om regie

Dat betekent niet dat Tata Steel op de huidige manier moet doorgaan. De staalproductie moet juist versneld verduurzamen. Als de overheid daarvoor miljarden steun beschikbaar stelt, moet zij ook meer de regie nemen en voorwaarden stellen die borgen dat de industrie hier toekomst houdt.

Nieuwe kansen

Nieuw onderzoek biedt bovendien kansen om het productieproces van staal in hoogovens sterk te verbeteren waardoor de uitstoot van CO2 stopt en de vrijkomende koolmonoxide kan worden gebruikt als grondstof voor de petrochemische industrie.

Ook daarom moeten we bestaande industriële middelen niet afschrijven voordat duidelijk is welke rol ze in een nieuwe, circulaire industrie kunnen spelen.
