Varieties of industrial policy: the case of upscaling electrolyser manufacturing in Flanders and Germany

This study examined the strategies and approaches to upscale electrolyser production in Flanders and Germany, and the lessons the Netherlands can draw from them.

Research questions:

1. What strategies (industry and national) are being deployed to upscale electrolyser manufacturing?
2. How can an ‘innovation systems approach’ help understand why certain factories have emerged, and, the relative strengths and weaknesses of the ecosystem around them?
3. What lessons can be drawn from these strategies for the Netherlands?

The focus is on strategies and activities (business and national) that relate to the development and upscaling of electrolyser
manufacturing.
