A scenario study of transition in the Rotterdam Harbor Industrial Cluster (HIC)

The transition from fossil-based to renewable feedstocks presents major spatial and economic challenges for the Harbor Industrial Cluster (HIC) Rotterdam. This scenario study, conducted by the Tekenkamer van de Industrie, Deltalinqs, and Quo Mare, explores how different future scenarios impact the transition of the refining and chemical industries, considering spatial limitations, and geopolitical and economic uncertainties.

The report examines:

  • Which renewable value chains may emerge in the Rotterdam HIC towards 2050? 
  • Spatial limitations: How much space is needed for new renewable alternatives? And what are the consequences of limited space?
  • Three future scenarios: How geopolitical and economic uncertainties shape the transition.
  • Key policy recommendations: How to secure autonomy, competitiveness, and sustainability.

This study was jointly assigned by the province of Zuid-Holland, and the municipality of Rotterdam.
